A person who applies to the Health Department for a permit to drill a well in the County shall submit to the Department at the time of application the following nonrefundable inspection fee:
(1) for a new well, $630;
(2) for a replacement well, $315;
(3) for a geothermal, test, observation, or monitoring well, $160; and
(4) for a well or cluster of wells to be used exclusively to transfer heat to or from the ground or groundwater, $160.
